International Entertainment Corporation (IEC) is preparing to launch the second phase of its online gambling business in the Philippines, moving from a partnership-based model to a fully self-operated platform. The company is targeting a launch in mid-to-late November 2026 through its subsidiary, New Coast Leisure Inc. (NCLI).
During the first phase, IEC worked with other local operators to run its online gambling activities. Under Phase Two, NCLI will take responsibility for the entire operation, including the platform, gaming software, technology and daily management. The subsidiary will also handle regulatory compliance and customer support.
IEC traditionally operates land-based gaming businesses and runs New Coast Hotel Manila, which houses LaVie Resort & Casino Manila. Its expansion into online gambling is part of a broader effort to increase its presence in the Philippine gaming market.
The new platform will offer three main categories: online table games, online slot machines and electronic gaming systems. The live table section will allow customers to access casino games remotely through video streams featuring human dealers working from a designated area within IEC’s property. The initial selection will include Commission Baccarat, Super 6 Baccarat and Tiger Baccarat.
The online slots product will provide remote access to physical slot machines located in the same designated area. Game outcomes will be generated using certified random number generators. NCLI will also own the platform, software and gaming content for the electronic gaming systems.
Electronic bingo, online poker and specialty games are not part of the initial commercial launch. IEC intends to introduce these products at a later stage through remote gaming systems.
The platform is still undergoing integration, final testing and evaluation. IEC has nevertheless expressed confidence in meeting its November launch target.
NCLI has secured the required electronic gaming licence and Gaming System Administrator accreditation from the Philippine Amusement and Gaming Corporation (PAGCOR). Access will be restricted to users physically located in the Philippines through IP whitelisting, firewall protection and VPN detection.
A Deloitte Advisory review identified two medium-risk control issues involving anti-money laundering re-screening of existing customers and the absence of betting time limits. IEC plans to implement the recommendations by November, with another assessment expected in December.
